PRIORITY PROJECTS FOR 2008

In identifying project priorities for 2008, three levels of activity have been identified for Ballarat ICT Limited:

Action: Ballarat ICT Limited will have a lead role in initiating or continuing to support these activities during 2008.

Planning: Ballarat ICT Limited will allocate or attract resources to support planning activities to progress projects during 2008

Support: Other organisations will take the lead role with Ballarat ICT Limited providing support.

Action

  • 1. Produce Ballarat ICT 2030 Report Card annually

Action Leader: Professor David James

Initiate a regular process of review to analyse the overall progress made on Ballarat ICT 2030, detail the projects that have been given priority and identify areas that need further attention and consideration. The Report Card will be used when communicating the progress of Ballarat ICT 2030 to stakeholders and the broader community.


  • 2. Establish the Ballarat ICT Infrastructure Advisory Group

Action Leader: Paul Mannix

Establish the Ballarat ICT Infrastructure Advisory Group. Pursue partnerships with governments, telecommunications providers and others to ensure Ballarat achieves its strategic requirements for the delivery and maintenance of world's-best infrastructure. Identify what limits take up and use of ICT. Attract public and private investment to support Ballarat in achieving its infrastructure goals. Research Ballarat’s requirements and prepare a business case to support investment in shared services and shared infrastructure (server housing, disaster recovery etc). Support plans to enhance broadband accessibility at the University of Ballarat Technology Park and Central Ballarat Health Precinct.

  • 3. Foster ongoing development of the Ballarat ICT Cluster

Action Leader: Helen Thompson

Support Stage 3 activities which include a program of selective assistance and interventions to foster ongoing development and increase the international participation and involvement of the organisations that comprise the Ballarat ICT Cluster. Continue a regular process of review on overall progress.

  • 4. Attract funding to support the establishment of an eHealth and ICT Cluster

Action Leader: Helen Thompson

The eHealth and ICT Cluster will be established as the first speciality focus area around ICT use in industries where Ballarat has a competitive advantage. Future areas of priority may extend to agribusiness, manufacturing, education and tourism.

  • 5. Profile Ballarat’s ICT achievements and develop an annual program of ICT events

Action Leader: Anthony Schink

In partnership with the City of Ballarat build local ownership and pride in Ballarat’s ICT achievements. Specific strategies may include regular profiling of achievements in the My Ballarat Magazine, Come to Life Television promotion and the joint development of a Prospectus to support new business attraction and expansion at the University of Ballarat Technology Park. In conjunction with the Ballarat ICT Cluster, City of Ballarat and University of Ballarat develop and promote an annual program of ICT events that engage the Ballarat ICT sector, major industry sectors and the broader community. Initiate new activities which link to other networks, festivals and events. Options may include initiating a Lecture Series or Road Show to raise the whole profile of ICT in Ballarat.


  • 6. Foster niche areas of ICT focus

Action Leader: TBC

Identify opportunities for further development of the games industry. Through linkages with activities such as the redevelopment of the Ballarat Civic Hall and Eureka Centre seek out commitment, capacity and funding to achieve piloting and adoption of innovative ICT products and services. Identify potential opportunities for ‘laboratory’ and ‘test bed’ activities in partnership with Ballarat’s major industry sectors.

  • 7. Initiate ICT projects to achieve social, environmental and sustainability goals

Action Leader: Annie DeJong

Be active in identifying opportunities for projects which focus on the application of ICT to achieve social, environmental and sustainability goals. As an initial priority attract funding to support engagement of the local not-for-profit sector in development, planning and implementation of ICT projects.

  • 1. Explore potential for establishing an ICT Employment Bank and a Collaborative Opportunities Register

Planning Leader: Professor Sid Morris

The ICT Employment Bank and Collaborative Opportunities Register will increase access to skilled labour, reduce challenges in attracting highly skilled staff, assist in identifying and responding to skills gaps and generate employment pathways for individuals transitioning into or out of the ICT workforce, new residents (including lifestylers), students (including international students) and others.

Support

  • Support the University of Ballarat in expanding the Technology Park at it current location.
  • Support the City of Ballarat in achieving best practice provisioning for infrastructure in new residential and industrial estate developments.
  • Support the Ballarat ICT Cluster in facilitating new industry based research partnerships and programs.
  • Contribute to the City of Ballarat review of the Municipal Strategic Statement.
  • Support the Ballarat ICT Cluster in building local, regional and international linkages.
  • Support promotion of the Internet Commerce Laboratory and other major projects.
  • Support Ballarat ICT Cluster member involvement in the Eureka Centre redevelopment.
