2.3 Questionnaire Development
During the Ballarat Innovation Festival the Research Team held an Innovation through Clusters Workshop which incorporated an interactive panel discussion, which informed the subsequent development of project stages including the development of surveys for Ballarat's ICT and non-ICT organisations.
A separate questionnaire was developed for both the ICT firms and ICT users components of the study (refer appendix 1 and 2). The design and development of the study's questionnaires was the outcome of collaboration between the Research Team and the project's steering committee. The initial basis for the questionnaires was drawn from the project's research objectives and a review of instruments used in similar studies.
A copy of the Ballarat ICT Survey is included in the appendices. It can also be reviewed online at www.ballaratict.com/survey.php. The questionnaire was structured into the following sections:
- Organisation details.
- Networking and collaboration with other ICT suppliers, research organisations or users in Ballarat.
- Learning from and benchmarking against other ICT organisation.
- Ballarat as a location to access skilled labour, research and other ICT resources.
- Background facts about you and your organisation.
- Contact detail and other information.

- Your organisation, and your IT capabilities and needs.
- Collaboration with ICT suppliers, research organisations or other ICT users in Ballarat.
- Learning from and benchmarking against other ICT users.
- Ballarat as a location to access skills labour, research and other ICT resources.
