BACKGROUND

The City of Ballarat is regarded as one of the leading ICT centres in regional and rural Australia. This has occurred over a period of 12 years, starting from the development of the University of Ballarat's Technology Park, and the establishment of the region's first IT Incubator, the Greenhill Enterprise Centre.

Underpinning this evolution, the City of Ballarat has since 1994 developed and evolved a strategy document known as IT 2010. This document has proceeded and evolved through three generations. It outlines the future of IT in terms of industry development and in terms of integration of ICT facilities and skills into business and community. This evolving project has underscored the primacy given to the development and integration of ICT at all levels within the Ballarat region.
